Se7en Theme Source Patcher

Se7en Theme Source Patcher is a free program that allows you to patch
of your Windows with a custom Theme Pack. You can create your own custom themes
and icon packs and apply them with the 7tsp GUI.
You can also add a Custom Theme Pack
and the program is capable of giving a preview of the theme.
